Apple Intelligence Is Finally Coming to China This December: iOS 27.3, Alibaba’s Models, and What Beijing Kept Out

After more than two years of waiting, iPhone owners in China are finally getting Apple Intelligence. Bloomberg reported on October 14 that Apple plans to launch its AI platform in mainland China this December, as part of the iOS 27.3 update, ending one of the longest regulatory standoffs in the company’s history. The deal Apple cut to get there is as interesting as the features themselves.

Two years of delays, three missed deadlines

The China rollout was supposed to happen long ago. Apple originally targeted May 2025, then pushed the date to late 2025, then to early 2026, as approval from Chinese regulators failed to arrive. The breakthrough came in July, when Apple secured preliminary clearance, followed by further talks with the Ministry of Industry and Information Technology over permission for a consumer release.

That clearance did not come free. Unlike in every other market, the Chinese version of Apple Intelligence includes safeguards developed with Alibaba Group, among them a filter that lets the government approve continuing updates to the AI models before they reach users. Apple is also working with Baidu on search and Siri-related functions.

On September 29, China’s MIIT gave Apple network access permits to add Alibaba’s Qwen and Tongyi Wanxiang models to the iPhone Duo, the iPhone 18 Pro, and earlier iPhones, paving the way for the debut. Computerworld noted that Apple had briefly posted and then removed Mac support instructions for Qwen earlier this summer, a sign that internal testing was already well underway.

China gets the 2024 features, not the 2026 ones

Here is the catch. The launch will include the Apple Intelligence features that first appeared on US devices about two years ago in iOS 18.1: Genmoji custom emoji, notification summaries, writing tools, and the Clean Up photo editing feature. These were table stakes in the US by the time Apple unveiled the revamped Siri AI in September 2026.

What is missing matters more. The China launch excludes the new Siri AI voice assistant, the Image Playground image generation app, the newer version of Genmoji, and camera-based Visual Intelligence. In practice, Chinese iPhones will ship with the Siri that American users had before this fall, not the Gemini-powered assistant Apple has been betting its smart home strategy on.

Why this is Apple’s most important AI move of the year

China accounts for roughly 17 to 20 percent of Apple’s total revenue, and competing smartphone makers there, Huawei chief among them, have offered AI features for years. Apple has been selling premium phones in its second-largest market without a feature set that is now expected at every price point. The addition of AI could provide a fresh catalyst, even in this limited form.

The timing is deliberate. The iPhone Duo pre-orders are underway, and the MIIT permits explicitly cover the foldable alongside the iPhone 18 Pro and earlier models. Anyone weighing which Apple phone to buy should know that both flagships are now cleared for the AI features. Our iPhone 18 Pro vs iPhone Duo buying guide breaks down the rest of the decision.

The diplomacy behind the deal is notable too. Tim Cook attended a White House state dinner for Chinese President Xi Jinping last month, and Apple chose cooperation over confrontation on the model-review question. For Alibaba, the partnership validates Qwen’s capabilities on a global stage and opens potential cloud services revenue. For Apple, the payoff is simpler: millions of iPhone users can finally access capabilities their US counterparts have had since 2024.

Questions remain. How fluid will responses feel compared to the US version when cloud calls route through approved local models? How quickly can model updates clear the government filter when regulations shift? Those answers will only emerge after the rollout begins. But after two years of missed deadlines, the foundational approvals are finally in place. December is when China finds out what Apple Intelligence is actually like to use.

Apple’s launch calendar for the rest of the month is packed, from iPhone Duo deliveries to the first touchscreen Mac rumors. See Apple’s October 2026: every date that matters for the full rundown.
